The pharmacy program in Delaware is operationally administered through the Delaware Medical Assistance Program (DMAP). Staffing for the Pharmacy Program includes a Pharmacy Director in conjunction with the DXC Pharmacy Team. The objective of the pharmacy program is to ensure that DMAP members have access to appropriate medications while monitoring utilization and cost-effectiveness. The rapid changes in the pharmacy industry and the importance of communicating new information to the pharmacy community are critical to the quality and continuity of care for Delaware citizens. Diagnosis Codes on Benzodiazepine Prescriptions

In response to the opioid epidemic, Delaware Medicaid continues to analyze drug utilization trending to identify areas that need clinical intervention. Aligned with CDC guidelines, use of benzodiazepines and opioids together may result in intense sedation, respiratory depression, coma, and death. A third of opioid overdose deaths in Delaware involved a benzodiazepine. The Delaware Drug Utilization Review (DUR) Board initiated a Benzodiazepine 2019 project, with different phases of implementation.

Phase 1: Alprazolam (Xanax) was made non-preferred for DMMA members as of February 1, 2019.
Phase 2: As of November, 2019:

  1. The Board recommends all new starts (defined as no benzodiazepine in claims profile in past 120 days) be given a maximum of two-week duration. While these medications may be useful for short-term use, physical dependence can develop as a result of long-term, daily use.
  2. A diagnosis code(s) should be included on all prescriptions for benzodiazepines. This will allow DMMA to gain a better understanding of what conditions these products are being utilized for currently.

This initiative will not cause any claims to deny at the pharmacy at this time.
